S. SUN AND LAKES BLVD., LAKE PLACID, FL
I WANT TO THANK YOU FOR TAKING MY CALL TODAY AND
WELCOME YOU TO HIGHLANDS COUNTY FLORIDA. I AM GLAD
TO SEE A NEW FACE TO THE BUILDING DEPARTMENT AND
HOPE YOU CAN HELP ME WITH SOME CONCERNS THAT HAVE
BEEN RAISED IN THE PAST.
PER PHONE CONVERSATION, THE ABOVE PROPERTY DID NOT
HAVE ITS SHEATHING INSPECTION DONE PROPERLY.
SHEATHING INSPECTION WAS COMPLETED MONTHS AFTER
SHINGLES WERE INSTALLED. I’M PUZZLED ON HOW THAT
CAN BE ACCOMPLISHED. CONFIRMED BY THE PRIOR
BUILDING OFFICIAL AND I HAVE PICTURES TAKEN. IN
ADDITION, STRONG WINDS WEEKS, (PRIOR TO SHINGLE
INSTALLING ) BLEW THE SHEATHING THAT WAS INSTALLED
OFF THE ROOF. ROOF SHINGLES WERE INSTALLED BY A
CONSTRUCTION MANAGER THAT ( AT THAT TIME ) WAS
WORKMAN’S COMPENSATION EXEMPT. IT IS MY BELIEF,
BUILDER USED UNLICENSED UNSUPERVISED
SUBCONTRACTORS TO COMPLETE LICENSED ROOFING/
GENERAL CONTRACTOR/BUILDER WORK. WORSE YET, THE
COUNTY WHEN QUESTIONS WERE RAISED,LOOKED THE OTHER
WAY AND PASSED IT.
THREE INDIVIDUALS INSTALLED THE ROOF, NOT
INCLUDING THE BUILDER. THAT WOULD MAKE A MINIMUM
OF FOUR EMPLOYEES AND VOID THE EXEMPTION ALONE. A
PICTURE OF THE WORKMEN’S COMPENSATION, STATING HE
WAS NOT DOING BUSINESS AS A GENERAL CONTRACTOR,
BUT AS A PROJECT MANAGER, SUPERINTENDENT,
CONSTRUCTION, EXECUTIVE CONSTRUCTION MANAGER,. ALL
OF WHICH DO NOT INVOLVE ACTUAL BUILDING. IF YOU
LOOK YEARS PRIOR IN THE SAME PHOTO, YOU’LL NOTICE
THE MOVE FROM GENERAL CONTRACTOR TO CONSTRUCTION
MANAGER. HE KNEW THE DIFFERENCE BECAUSE HE HAD A
GENERAL CONTRACTORS LICENSE PRIOR. THIS WAS PURELY
DONE TO AVOID PAYING THE PROPER INSURANCES. IT’S
ILLEGAL AND UNFAIR TO THE CONTRACTORS WHO DO
THINGS PROPERLY.
I MADE AN OFFICIAL COMPLAINT USING MY NAME,
ADDRESS PHONE NUMBER WITH HIGHLANDS COUNTY
BUILDING DEPARTMENT ONLY TO BE CALLED BY THE PAST
BUILDING OFFICIAL DIRECTLY AND NOTHING DONE . NO
REPORT FILED, NO INVESTIGATION, NO OUTCOME.
DID MY COMPLAINT OF OCTOBER 21, 2024 GET RECORDED.
I WAS REQUIRED TO GIVE ALL MY PERTINENT
INFORMATION. WHAT IS THE RESULT?
NEXT PROBLEM , THE BUILDING WAS BUILT WITHOUT
APPROVAL IN HIGHLANDS COUNTY. THE HIGHLANDS COUNTY
HEALTH DEPARTMENT DID NOT APPROVE PLANS FOR A SIX
BEDROOM RESIDENCE PRIOR TO BREAKING GROUND AND
BUILDING. THE BUILDING WAS STILL BUILT AS A SIX
BEDROOM EVEN THOUGH THEY WERE TOLD BY THE HEALTH
DEPARTMENT, IT COULD NOT BE BUILT AT THAT
LOCATION. AFTER RAISING CONCERNS WITH THE HEALTH
DEPARTMENT, THE HEALTH DEPT. STATED ONLY FOUR
BEDROOMS COULD BE BUILT DUE TO LIMITED PROPERTY
SIZE WHICH WOULD LIMIT THE SEPTIC TANK SIZE.
EITHER WAY THE BUILDING WAS NOT APPROVED PRIOR TO
BEING BUILT.
WHAT IS WORSE?
THE CONTRACTOR REMOVED TWO SECTIONS OF WALL LEFT
ALL PLUMBING CONNECTIONS AVAILABLE SO THEY CAN BE
HOOKED UP AT A LATER DATE. THIS WOULD ALLOW FOR
EXCESS SEWAGE IN A SYSTEM THAT IS NOT DESIGNED TO
HANDLE THE VOLUME. THE COUNTY HEALTH DEPARTMENT
AGREES.
1413 FT.² THREE TOILETS, THREE SHOWERS ,SEVEN
SINKS A WASHER AND DRYER, NO GARAGE, NO CLOSETS, A
WALL HUNG SINK IN EVERY BEDROOM. SHARED COMMUNAL,
TOILET AND SHOWER.
WHAT I WOULD LIKE, THE ROOF ON THE BUILDING TO BE
REPLACED BY A LICENSED CONTRACTOR.
SECTIONS OF SHEATHING WERE RE-NAILED AFTER BEING
BLOWN OFF IN A STORM AND NEVER INSPECTED.
I WOULD LIKE ALL PLUMBING TO BE REMOVED OR
RENDERED UNUSABLE FROM THE WALLS THAT ARE NOT TO
BE UTILIZED AT TIME OF CERTIFICATE OF OCCUPANCY.
THIS WILL STOP FUTURE EXPANSION INTO A SIX BEDROOM
AND AN OVER CAPACITY OF SEPTIC.
IF THE COUNTY HAS A BETTER WAY TO LIMIT THE NUMBER
OF BEDROOMS AND SINKS, I WOULD LOVE TO HEAR IT.
THIS BUILDING WAS BUILT WITH OUT GAINING PRIOR
APPROVAL FROM ALL THE APPROPRIATE DEPARTMENTS
FIRST . THE HEALTH DEPARTMENT NEVER APPROVED IT
PRIOR TO BEING BUILT. OR. THE CONTRACTOR BELIEVES
HE’S ABOVE THE LAW, AND MAYBE HE IS.
LET’S TAKE CARE OF THIS INSIDE THE COUNTY WITHOUT
PUBLICITY. DOES HIGHLANDS COUNTY WANT A NEWS CREW
DOING FOI REQUEST, AND RESEARCHING ALL THE ROOFS
THAT THIS CONTRACTOR INSTALLED, POSSIBLY ILLEGALLY
VOIDING THE ROOF WARRANTY? OR A MASSIVE BUILDERS
INSURANCE CLAIM THAT THE COUNTY IS CO-LIABLE IN?
THERE WERE SOME OTHER POSSIBLE ISSUES, SUCH AS
PERMITS BEING ISSUED ON THE JOB TO SUBCONTRACTORS
WITH EXPIRED INSURANCE AT THE TIME OF APPLICATION.
I THINK THAT’S A GRAVE ERROR THAT HAS OCCURRED IN
THE BUILDING DEPARTMENT.
LASTLY, UNFORTUNATELY, YOU WILL BE THE ONE TO
PROVIDE A CERTIFICATE OF OCCUPANCY. I CAN ASSURE
YOU IT’S A LIABILITY TO YOU WITH THIS KNOWLEDGE.
DO YOUR DUE DILIGENCE.
I HAVE MANY MORE PICTURES AND MOVIES THAT I CAN
SHARE, BUT IT IS QUITE LARGE.
I WOULD LIKE TO KNOW THE OUTCOME OF MY OFFICIAL
COMPLAINT FOR THE ROOF DATED OCTOBER 21, 2024. I
AWAIT THE COUNTY RESPONSE.
