07-29-202105:37 PMINITIAL INSPECTIONI CALLED THE COMPLAINANT AND MADE SITE
VISIT. COMPLAINT WAS CONCERNING MOLD IN
THE DUPLEX. I DID NOT OBSERVE ANY MOLD
AT THIS TIME. THERE WAS AN AREA IN THE
CEILING WHERE A LEAK IN THE ROOF DAMAGED
THE CEILING. THIS AREA WAS WATER STAINED
AND THE DRYWALL CEILING FINISH WAS
DAMAGED ALTHOUGH IT WAS NOT WET OR DAMP
AT THIS TIME. WITH RECENT RAINS IT IS
PRESUMED THAT THIS LEAK HAS BEEN
REPAIRED AND CEILING FINISH JUST NEEDS
TO BE REPAIRED. TENANT THEN POINTED OUT
WHERE CEILING PREVIOUSLY HAD BEEN
STAINED IN THE BATHROOM. THIS AREA HAS
ALSO BEEN TREATED/PAINTED AND IS ALSO
NOT WET OR DAMP AT THIS TIME. TENANT
THEN POINTED OUT STAINS IN THE BACK
PORCH VINYL CEILING AND SHOWED ME VIDEO
OF WATER DRIPPING FROM THIS CEILING.
AGAIN THIS AREA WAS NOT WET OR DAMP AT
THIS TIME. VISUAL INSPECTION OF THE FLAT
ROOF ABOVE THE BACK PORCH REVEALED WHAT
APPEARS TO BE NEW COATING APPLIED TO THE
ROOF. I ASKED THE TENANT IF THE ROOF HAD
RECENTLY BEEN WORKED ON AND SHE REPLIED
"NO". FURTHER INSPECTION OF THE SHINGLED
ROOF OVER THE MAIN STRUCTURE REVEALED
THAT THE SHINGLES ARE WELL WORN AND IN
NEED OF REPLACEMENT. SHINGLES ARE INTACT
BUT EVIDENCE OD DECK FAILURE EXISTS ON
THE FRONT OF THE UNIT. ALTHOUGH I CANNOT
CONFIRM WATER INTRUSION AT THIS TIME IT
IS HIGHLY RECOMMENDED THAT THE ROOF
ASSEMBLY BE REPLACED WITH NEW TO AVOID
ANY ISSUES. I WILL SEND A COPY OF THIS
REPORT TO OWNER OF RECORD FOR THEIR
INFORMATION AND REMINDER THAT A PERMIT
WILL BE REQUIRED FOR THIS ROOF
REPLACEMENT.
