REQUIREMENTS FOR EXTERIOR AND INTERIOR
OF STRUCTURE), 12.19.307 (SANITATION
REQUIREMENTS), AND 12.19.500
(UNSAFE/CONDEMNED STRUCTURE) OF THE CODE
OF ORDINANCES, HIGHLANDS COUNTY,
FLORIDA. THE RESPONDENT WAS NOT IN
ATTENDANCE. THE PETITIONER, HIGHLANDS
COUNTY, WAS REPRESENTED BY CODE
ENFORCEMENT OFFICER BEVERLY SINGLEY IN
HER TESTIMONY SHE STATED THAT THE COUNTY
WILL GIVE OWNER THIRTY DAYS FROM APRIL
11, 2019 TO RETRIEVE ANY PERSONAL
BELONGINGS FROM THE PROPERTY. TESTIMONY
WAS ALSO HEARD FROM BUILDING OFFICIAL
ERIC LONGSHORE. THE SPECIAL MAGISTRATE
FOUND THAT PROPER NOTICE OF THE
VIOLATIONS HAD BEEN PROVIDED TO THE
RESPONDENT, THAT THE RESPONDENT HAD BEEN
GIVEN A REASONABLE TIME TO CORRECT THE
VIOLATIONS, THAT THE VIOLATIONS
CONTINUED BEYOND THE TIME SPECIFIED FOR
CORRECTION, AND THAT PROPER NOTICE OF
THE HEARING WAS PROVIDED TO THE
RESPONDENT. THE SPECIAL MAGISTRATE FOUND
THAT BY FAILING TO APPEAR AT THE
HEARING, THE RESPONDENT HAS ADMITTED THE
VIOLATIONS AND WAIVED THEIR RIGHTS TO A
HEARING. THE SPECIAL MAGISTRATE ADMITTED
ALL EXHIBITS INTO EVIDENCE. FOLLOWING
PETITIONER’S REQUEST, THE SPECIAL
MAGISTRATE ORDERED THE PETITIONER TO
HAVE THE VIOLATIONS CORRECTED BY
CROPLAND SERVICES, INC. AND THE
RESPONDENT TO REIMBURSE THE PETITIONER
FOR THE CORRECTION OF THE VIOLATIONS AT
THE BID PRICE OF $6,400.00. THE SPECIAL
MAGISTRATE ORDERED THE RESPONDENT PAY TO

HAD FINALLY MOVED OUT. INSPECTION TODAY
SHOWED HOME ABANDONED. ROOF ASSEMBLY IS
REMOVED FROM ENTIRE ROOF EXPOSING THE
PLYWOOD DECKING. THIS DECKING IS
COLLAPSED IN MAJORITY OF THE STRUCTURE.
TRUSS SYSTEM HAS FAILED AND COLLAPSED ON
SOUTH 1/3RD OF THE STRUCTURE. DRYWALL
CEILING HAS COLLAPSED IN ENTIRETY OF
HOME. INTERIOR WAS INSPECTED THROUGH
WINDOWS AND DOORS AS ACCESS WAS NOT
AVAILABLE. KITCHEN CABINETS ARE ROTTED
AND FALLING APART AND MOSS AND WEEDS ARE
GROWING IN THE CARPETS. EVIDENCE EXISTS
THAT OWNER WAS POSSIBY ABIDING IN THE
LIVING ROOM AREA. I POSTED PROPERTY AS
UNINHABITABLE AND UNSAFE FOR HUMAN
OCCUPANCY.
