BEING DISPOSED OF IMPROPERLY. INFORMED
COMPLAINTANT THAT C.E. WOULD GO OUT REGARDING THE
PERSON LIVING IN THE RV, AND SUGGESTED THAT THEY
SPEAK WITH ENV. HEALTH ABOUT SEPTIC/WASTE, AND THE

ANIMALS. THEY HAVE GONE FROM OVER 550
HOGS TO ABOUT 8 WITH ABOUT 20 PIGS
STILL. THEY HAVE REMOVED 1000 PIGEONS
AND REDUCED THE NUMBER OF WATERFOWL AND
COWS. THEY ADVISE THEY ARE IN PROCESS TO
BUY THE AG LOT CONNECTING TO THEIRS TO
THE SOUTH. ONCE COMPLETED THEY ARE GOING
TO GET WITH ZONING TO SEE HWAT AND WHERE
THEY CAN PLACE BARNS, ETC. BOTH 5TH
WHEELS HAVE BEEN REMOVED, MOST OF THE
PENS THAT WERE ON WEST PROPERTY LINE

AND ALL TRANSLATIONS WERE DONE BY
JONATHON ABREGO OF CE. BUILDING OFFICIAL
IDENTIFIED ILLEGAL POWER THROUGHOUT THE
WEST SIDE OF THE PROPERTY AND CONTACTED
GLADES ELECTRIC WHO DISPATCHED 2 CREWS
TO ASSIST IN INVESTIGATING THE POWER
ISSUES. FL DEPT. OF HEALTH IDENTIFIED AN
ILLEGAL SEPTIC SYSTEM THAT HAS FAILED
AND IS OVERFLOWING DUMPING RAW HUMAN
WASTE ONTO THE GROUND AND NEIGHBORING
PROPERTY TO THE SOUTH. CE IDENTIFIED
MULTIPLE STRUCTURES AND FENCING ALL
BUILT WITHOUT PERMITS THAT VIOLATE
ZONING SETBACKS AND BUILDING CODES. ONE
OF THE OLDER PIG PENS HAD BEEN CONVERTED
INTO A LIVING QUARTERS THAT INCLUDED A
KITCHEN, LIVING SPACE, SLEEPING SPACE
WITH AC AND A BATHROOM. IN ADDITION, THE
FAMILY AND ASSOCIATED FRIENDS WORKING ON
THIS PROPERTY HAVE 2 FIFTH WHEN RV” S
HOOKED TO POWER AND SEWER THAT ARE ALSO
ILLEGAL AND MUST BE REMOVED. THERE ARE
SO MANY VIOLATIONS ON THIS PROPERTY
WHERE IN AN APPROXIMATE 10 ACRE SPACE
THERE ARE OVER 2,000 FARM ANIMALS
INCLUDING, HOGS, PIGS, CATTLE DONKEYS,
PEACOCKS, TURKEYS, GEESE, PIGEONS AND
DUCKS. ALL OF WHICH HAVE HAD YOUNG.
OWNERS ARE GROWING FARM ANIMALS TO TAKE
TO MARKET TO SELL. OWNERS HAVE NO TAX ID
AND NO CORPORATION. BECAUSE OF THE
MULTITUDE OF CODE VIOLATIONS ON THIS
PROPERTY AND THE FACT THE OWNERS SPEAK
NO ENGLISH, CE LEFT THEM WITH THE
UNDERSTANDING THEY MUST MAKE AN
APPOINTMENT TO COME TO SEBRING TO MEET
WITH CE, BUILDING AND ZONING WITH A
SPANISH INTERPRETER WHO CAN EXPLAIN THE
CODES, BUILDING AND ZONING VIOLATIONS.
CE GAVE THEM 2 WEEKS AS MUCH OF THE
STAFF IS OUT THIS WEEK AT A CONFERENCE.
CE ALSO NOTED THERE ARE CHILDREN ON THE
PROPERTY THAT SPOKE NO ENGLISH AND WERE
WALKING BAREFOOT AMONG ANIMAL AND HUMAN
WASTE AND THEIR PLASTIC SWIMMING POOL
WATER WAS FILTHY WITH DUCKS ALSO
SWIMMING IN IT. ADDITIONAL IN-HOUSE
MEETING TO TAKE PLACE TO INSURE PROPER
AGENCY NOTIFICATIONS ARE DONE.
