7/3/18 THIS IS A VACANT LOT AND THE OWNER DUG A
LARGE HOLE A WHILE AGO AND IT HAS COLLECTED WATER
AND THERE ARE MANY MOSQUITOS. COMPLAINANT SPOKE TO
A COMMISSIONER LAST YEAR ABOUT THIS AND THE
COMMISSIONER TOLD HER THAT IT SHOULD NOT BE THERE
AND SAID IT WOULD BE TAKEN CARE OF BUT NOTHING HAS
BEEN DONE. THE MOSQUITOS AND SNAKES ARE THE ISSUE.

APRIL AND I INSPECTED THE ABOVE
REFERENCED PROPERTY PER YOUR DIRECTION.
UPON ARRIVAL, IT WAS NOT OBVIOUS WHERE
THE HOLE WAS, AS THE VACANT PROPERTY IS
VERY OVERGROWN, AND THERE WERE NO
OBVIOUS SIGNS OF ANY NEW DISTURBANCES.
YOU WILL NOTICE IN SOME OF THE PICTURES,
A STRIP OF DRIED RECENTLY MOWED GRASS ON
THE VACANT PROPERTY. WE WALKED THIS AND
FOUND A DRAINAGE CULVERT THAT WAS MOWED
OVER, AS WELL AS TWO DRAINAGE PIPES
COMING FROM THE NEIGHBORING PROPERTY
(3106 PEACHTREE), DUMPING WATER INTO THE
VACANT PROPERTY (3104 PEACHTREE), WHICH
YOU CAN SEE IS ALSO CAUSING A WASH-OUT
ISSUE.

WE VISITED THE NEIGHBORING PROPERTY
OWNER AT 3106 PEACHTREE, MR. FRED DRABIK
(863-260-0195). HE STATED THAT HE DID
CALL IN THE COMPLAINT. HE INFORMED US
THAT THIS HOLE WAS DUG 8 YEARS AGO. HE
WITNESSED THE PROPERTY OWNER DIGGING
THIS HOLE (GSF ENTERPRISES, INC.), AND
WAS UNSURE WHY HE HAD DONE THIS. HE
STATED THAT HE HAD SPOKEN TO A
CAMPAIGNING COMMISSIONER 8 YEARS AGO
THAT WAS GOING DOOR TO DOOR, AND BROUGHT
THIS TO HIS ATTENTION. THE COMMISSIONER
(WHO HE DID NOT NAME) INFORMED HIM HE
WOULD HAVE SOMETHING DONE, AND HE
STATED, NOTHING WAS EVER DONE.

HE IS CURRENTLY TRYING TO SELL HIS HOME.
HE SAID THAT YES, HE RECENTLY MOWED BACK
THE VACANT PROPERTY TO GET THE WEEDS
AWAY FROM HIS OWN. THIS HAS RE-EXPOSED
THE AREA THAT WAS DUG 8 YEARS AGO. THERE
ARE SMALL TREES AND GRASSES THAT HAVE
GROWN UP THROUGH THIS AREA (WITH ABOUT A
1" CALIPER), AND IT IS RATHER STEEP
GOING DOWN INTO IT, BUT WITH THE TREES
AND GRASSES GROWING UP THROUGH IT, IT IS
NOT AN LARGE EXPOSED HOLE. HE STATED
THAT ALLIGATORS ARE COMING UP TO THIS
LOCATION TO LAY (AS HIS PROPERTY BACKS
TO A CANAL). HE IS ALSO TAKING
HORTICULTURAL DEBRIS, BUILDING MATERIALS
(WOOD) AND PUTTING THESE ITEMS IN THE
HOLE AS TO TRY TO FILL IT. WE DID INFORM
HIM THAT IT IS NOT PERMITTED TO
ILLEGALLY DUMP ON THE VACANT PROPERTY.
HE STATED THAT THIS AREA IS CAUSING A
CONCERN WITH HIM TRYING TO SELL HIS HOME
AFTER RESIDING THERE FOR 13 YEARS, AS
POTENTIAL BUYERS THINK THIS IS A SINK
HOLE. WE ALSO POINTED OUT TO HIM, HAVING
HIS RAIN GUTTERS DRAINING INTO THIS
AREA, IS NOT HELPING THE SITUATION. THE
REAR PORTION OF THE VACANT PROPERTY IS
VERY LOW, AND ALMOST LEVEL WITH THE
CANAL.

YOU WILL SEE MORE OF THIS IN THE LAST
FEW PHOTO'S.

PLEASE PROVIDE FURTHER DIRECTION AS TO
HOW TO PROCEED WITH THIS COMPLAINT
PLEASE. WE ARE NOT AWARE OF ANYTHING IN
THE CODE THAT WE WOULD BE ABLE TO CITE
FOR AT THIS TIME.
