VIOLATIONS HAD BEEN PROVIDED TO THE
RESPONDENTS, THAT THE RESPONDENTS HAD
BEEN GIVEN A REASONABLE TIME TO CORRECT
THE VIOLATIONS, THAT THE VIOLATIONS
CONTINUED BEYOND THE TIME SPECIFIED FOR
CORRECTION, AND THAT PROPER NOTICE OF
THE HEARING WAS PROVIDED TO THE
RESPONDENTS. THE SPECIAL MAGISTRATE
ADMITTED ALL EXHIBITS INTO EVIDENCE.
AFTER HEARING ALL TESTIMONY, THE SPECIAL
MAGISTRATE DETERMINED THAT THE
RESPONDENTS WERE NOT IN COMPLIANCE.
