FLOORS WITH RATS ENTERING AND EXITING, LEKAING
SINKS CAUSING MOLD AND MILDEW, STOVE &
REFRIGERATOR NOT OPERATING PROPERLY. OWNER ONLY
MAKING REPAIRS TO THE OUTSDIE OF THE RESIDENCE.

MOVING OUT. MADE SITE VISIT TO INSPECT.
THIS HOME IS IN POOR CONDITION.
STRUCTURAL DEFICIENCIES ARE PRESENT
THROUGHOUT THE HOME. THE WOOD FLOOR
SYSTEM HAS SAGGED AND COLLAPSED AND HAS
BEEN OVERLAYED WITH PATCH WORK AREAS OF
NEW FLOOR SYSTEM. THE NORTHEAST CORNER
OF THE DWELLING HAS COLLAPSED AND HAS
BEEN SHORED BACK UP WITH INADEQUATE
FRAMING. THE FOUNDATION SYSTEM HAS
SETTLED ON THE EAST AND WEST SIDES OF
THE STRUCTURE LEAVING THE FLOOR SYSTEM
SLOPING TO EXTERIOR WALLS. ENTIRE
STRUCTURE HAS FOUNDATIONAL ISSUES AND
CONCERNS. THIS IS A VIOLATION OF SHC
12.19.305 (Q). I POSTED THE STRUCTURE AS
UNSAFE FOR HUMAN OCCUPANCY. I LATER
RECEIVED A CALL FROM THE TENANT WHO
REPORTED THAT OWNER HAD COME BY AND
REMOVED POSTING. STILL LATER I RECEIVED
CALL FROM OWNER INQUIRING WHAT HE NEEDED
TO DO TO BRING PROPERTY INTO COMPLIANCE.
I INFORMED HIM THAT MAJOR STRUCTURAL
CONCERNS WERE PRESENT AND THAT
ENGINEERED REPAIRS WOULD BE NEEDED IF HE
WISHED TO REHABILITATE STRUCTURE. I TOLD
HIM THAT WE HAVE A LIST OF LOCAL
ENGINEERS IN OFFICE TO PROVIDE HIM WITH
CONTACT INFORMATION. HE SAID HE WOULD
COME IN TO GET LIST AND CONTACT ENGINEER
TO DETERMINE WHAT NEEDED TO BE DONE. IT
IS MY DETERMINATION THAT COSTS OF
REHABILITATION WILL WELL EXCEED THE
VALUE OF THE STRUCTURE AND STRUCTURE
WILL HAVE TO BE DEMOLISHED AND REMOVED
FROM THE SITE. I WILL TURN OVER TO CODE
ENFORCEMENT FOR THEIR PROCESS AND
PROCEDURE. DURING PROCESS OWNER WILL
HAVE OPPORTUNITY TO PURSUE
REHABILITATION IF SO DESIRED.

PROPERTY. MADE SITE VISIT AND SPOKE TO
NEW TENANT WHO HAS RECENTLY MOVED IN. I
INFORMED HER THAT I HAD WRITTEN REPORT
ON THIS PROPERTY AND THAT PREVIOUS
TENANT WAS SUPPOSED TO INFORM WHEN THEY
MOVED OUT. I RECOMENDED THAT SHE FIND
OTHER LODGING AND INFORM ME WHEN SHE WAS
READY TO MOVE OUT SO I COULD COMMENCE
CONDEMNATION PROCESS WITHOUT LEAVING HER
HOMELESS. SHE SAID SHE WOULD CONTACT
OFFICE IN NEAR FUTURE. SOME REPAIRS MAY
HAVE BEEN MADE TO STRUCTURE.
REINSPECTION AND CURRENT SHC WILL BE
WRITTEN WHEN CONTACTED. CURRENT TENANT

THE ELDERLY TENANT LIVING IN THIS HOME.
THE HOME IS IN VERY BAD CONDITION, STORM
DAMAGED ETC. NO REPAIRS WERE MADE, HOLES
IN CEILING, HOLES IN FLOOR, BLACK MOLD,
TENANT HAD NO WATER ETC. PLEASE GO BACK
AND DO FOLLOW UP REPORT AND LET THE
OFFICER KNOW. THE TENANT IS BOBBI
ROBINSON, (89 YEAR OLD FEMALE).

PREVIOUS REPORT HAS BEEN SENT TO OWNER
AND REPAIRS HAVE NOT BEEN MADE. I HAVE
ALSO HAD CONTACT WITH TENANT AND HAVE
TOLD THEM THAT MY ONLY OPTION IS TO
CONDEMN STRUCTURE WHICH WOULD FORCE THEM
TO VACATE RESIDENSE. TENANT WAS SUPPOSED
TO LOOK FOR OTHER LIVING ARRANGEMENTS
AND LET ME KNOW WHEN THEY HAD MOVED OUT
SO THAT I COULDPROCEED WITH
CONDEMNATION. LTN PEARLMAN SAID HE WOULD
WORK WITH COMPLAINTANT TO FIND OTHER
ARRANGEMENTS FOR TENANT AND KEEP ME
INFORMED.

RESIDENCE THAT IS IN VERY POOR
CONDITION. THERE ARE NUMEROUS HOLES IN
THE CEILINGS AND WALLS, NOTED BUT NOT
LIMITED TO, THE FRONT BEDROOM, LIVING
ROOM, BACK BEDROOM AND CLOSET BY THE
KITCHEN AREA. THESE ARE VIOLATIONS OF
12.19.305 (P). THERE IS ALSO MOLD ON THE
CEILINGS IN THE FRONT BEDROOM AND LIVING
ROOM AREAS. EXTENSIVE AREAS OF THE
CEILING SHOW SIGNS OF FAILURE AND
PARTIAL REPAIR. WINDOWS IN THE FRONT
BEDROOM, LIVING ROOM, BATHROOM AND REAR
WINDOW HAVE BROKEN PANES OF GLASS WHICH
IS A VIOLATION OF 12.19.305(H) AND ALL
WINDOWS ARE QUESTIONABLE AS TO
OPERATIONAL STATUS A VIOLATION OF
12.19.305(G&J). THE FRONT ENTRY AND
KITCHEN ENTRY DOORS ARE NOT WEATHER
TIGHT WITH LARGE AREAS THAT ALLOW
WEATHER AND VERMIN ENTRY A VIOLATION OF
12.19.305(K). THE WOOD FLOOR SYSTEM IN
THE REAR PORTION OF THE STRUCTURE HAS
FAILED TO POINT OF COLLAPSE. I COULD NOT
WALK INTO THE BATHROOM AREA FOR FEAR OF
FALLING THROUGH THE FLOOR AND THE FLOOR
OF THE HALLWAY AND THE REAR BEDROOM ARE
SLOPED TO THIS FAILED AREA. THIS IS A
VIOLATION OF 12.19.305(P&Q). STAINING
AND MOLD IN THE CEILINGS CONFIRM THAT
THE ROOF IS IN NEED OF REPLACEMENT. THIS
IS A VIOLATION OF 12.19.305(C). THE
VINYL SIDING ON THE NORTH SIDE OF THE
STRUCTURE AND THE WOOD SIDING ON THE
EAST SIDE OF THE STRUCTURE HAVE LOOSE
MEMBERS THAT ALLOW WATER INTRUSION AND
HAVE HOLES THAT ALLOW VERMIN ENTRANCE
WHICH IS A VIOLATION OF 12.19.305(B).
THE STOVE AND THE REFRIGERATOR ARE NOT
FULLY FUNCTIONAL WHICH IS A VIOLATION OF
12.19.302(F). THE IMMEDIATE CONCERNS OF
LIFE AND SAFETY ARE THE REPAIR OF THE
FLOOR SYSTEM AND STRUCTURAL
STABILIZATION OF THE REAR NORTHEAST AREA
OF THE STRUCTURE. THIS WILL REQUIRE
PROPER PERMITTING AND INSPECTION OF
STRUCTURAL COMPONENTS. PERMIT WILL HAVE
TO BE OBTAINED AND WORK COMMENCED WITHIN
30 DAYS OR I WILL BE FORCED TO POST
STRUCTURE AS UNSAFE FOR HUMAN OCCUPANCY.
REMAINDER OF REQUIRED REPAIRS WILL NEED
TO BE ADDRESSED IN A TIMELY MANNER.
