REINSPECT THS PROPERTY. MADE SITE VISIT
TO CHECK ACCESSIBILITY AND DO EXTERIOR
INSPECTION TWO WEELS AGO. STRUCTURE WAS
SECURE SO I MADE CONTACT WITH MANAGEMENT
COMPANY TO MEET AND ALLOW ACCESS TO DO
INTERIOR INSPECTION. MET THEM YESTERDAY
AND PERFORMED INTERIOR INSPECTION. THE
INTERIOR HAS SOME DEBRIS STILL LYING
ABOUT THE FLOORS AND THE KITCHEN
CABINETS. MANAGEMENT COMPANY SAID THAT
FULL OWNERSHIP OF PROPERTY IS STILL NOT
OBTAINED SO CLEAN UP HAS NOT BEEN DONE.
IT APPEARS THAT NEW CEILING TILES IN THE
SUSPENDED CEILING HAVE BEEN INSTALLED
SINCE PREVIOUS INSPECTION. THESE NEW
TILES DO NOT SHOW SIGNS OF STAINING OR
WATER INTRUSION. THERE ARE THREE TILES
MISSING IN AREAS THAT I PREVIOUSLY SAW
WATER INTRUSION. THE MOLD THAT I
OBSERVED IN THESE AREAS HAS BEEN CLEANED
AND TREATED AND IS NO LONGER PRESENT IN
THESE AREAS. THE PLUMBING HAS BEEN
REPAIRED IN THE LAUNDRY AREA. THE ROOF
WAS MY MAJOR CONCERN AS I HAD PREVIOUSLY
NOTED THAT ROOF NEEDED TO BE REPLACED.
THE ROOF HAS NOT BEEN REPLACED BUT HAS
BEEN PATCHED AND REPAIRED. THE ROOF IS
WELL AGED AND WILL SOON NEED FULL
REPLACEMENT. THE PATCHING OF THE ROOF
APPEARS TO HAVE STOPPED THE LEAKING AS A
COLD FRONT WENT THROUGHT HE AREA
BRINGING RAIN OVER THE WEEKEND AND THERE
WAS NO SIGNS OF WATER INTRUSION ON
MONDAY WHEN I WAS THERE. THERE WERE NO
OPRESSIVE ODORS EVEN THOUGH THE HOME HAS
NOT HAD CLIMATE CONTROL FOR SOME TIME.
PREVIOUSLY I COULD NOT BEAR TO BE IN THE
KITCHEN DUE TO STENCH. THE HOME IS
STRUCTURALLY SOUND WITH NO SIGNS OF
SAFETY OR HAZARD CONCERNS. NEIGHBOR WHO
HAS CONCERNS ABOUT PROPERTY STOPPED ME
WHILE LEAVING EXPRESSING HIS DESIRE THAT
THE COUNTY CONDEMN PROPERTY AND REMOVE
STRUCTURE. WHEN I EXPLAINED THAT I COULD
NOT CONDEMN STRUCTURE UNLESS IT POSED A
HAZARD TO LIFE OR SAFETY HE BECAME
BELIGERENT STATING THAT HE WAS SCEDULED
TO SPEAK TO THE COMMISSIONERS AND SAID
HE WOULD HIRE AN ATTORNEY AND HOLD
COUNTY AS LIABLE IF PROPERTY WAS SOLD IN
CURRENT CONDITION. I EXPRESSED MY
UNDERSTANDING OF HIS SITUATION AND HE
EXPRESSED THAT I WOULD BE PERSONALLY
LIABLE ALONG WITH COUNTY. I CONSIDER
THIS A THREAT FROM HIM IN ATTEMPT TO
ALTER MY INSPECTION OF THIS PROPERTY. A
STANDRD HOUSING REPORT WAS MADE WITH
LISTED REPAIRS NEEDED ON 12/15/15 AND
SEVERAL REINSPECTIONS HAVE BEEN MADE TO
CONFIRM REPAIRS WERE COMPLETED AND CASES
WERE CLOSED. THE ONLY THING THAT NEEDS
TO BE NOTED IS THAT THE ROOF HAS NOT
BEEN REPLACED ONLY PATCHED.
