APPARENTLY THE OWNER HAS MOVED TO
ASSISTED LIVING FACILITY AND PROPERTY IS
BEING MAINTAINED BY HIS CHILDREN. THE
PREVIOUS CASE HAS BEEN CLOSED AS
COMPLIANCE WITH HIGH GRASS AND WEEDS HAS
BEEN ACCOMPLISHED. NEIGHBOR NOW HAS
CONCERNS THAT PROPERTY IS ACCESSIBLE.
DURING THIS INSPECTION THE DOORS AND
WINDOWS WERE EITHER OPEN OR UNLOCKED
ALLOWING ACCESS TO STRUCTURE. IT IS MY
ASSUMPTION THAT THE WINDOWS ARE OPEN IN
ATTEMPT TO ALLEVIATE MOLD GROWTH IN
HOME. THE HOME IS IN NEED OF A NEW ROOF
AND INTERIOR REPAIR OF DRYWALL CEILINGS
IN AREAS DUE TO WATER INTRUSION BUT
STRUCTURAL DAMAGE HAS NOT OCCURRED AT
THIS TIME FROM EXTERIOR INSPECTION. IF
ISSUES ARE NOT ADDRESSED FURTHER DAMAGE
WILL OCCUR WITH DETERIORATION OF
STRUCTURE. NEIGHBOR CLAIMS THAT HOME IS
RUMORED TO BE IN FORECLOSURE. THIS
FORECLOSURE WILL MOST LIKELY RESULT IN
NONACTION BY THE MORTGAGE COMPANY
ALLOWING THE PROPERTY TO DETERIORATE
WHICH WILL NOT BENEFIT THE COUNTY, THE
NEIGHBORHOOD RESIDENTS NOR THE
HOMEOWNER. USE OF SHIP FUNDS TO
REHABILITATE THIS PROPERTY WILL RESULT
IN IMPROVED PROPERTY VALUE FOR THE OWNER
TO SELL PROPERTY AND IMPROVED PROPERTY
VALUES FOR THE SURROUNDING RESIDENTS.
STRUCTURE NEEDS TO BE SECURED TO NOT
ALLOW ACCESS OF VAGRANTS AND THIEVES AND
