MAY SITE THIS TENANT WITH ILLEGAL
DUMPING NEXT TIME CE IS THERE AS WELL AS
MAY HAVE TO SITE 213 GARRETT RD BECAUSE

NUMEROUS TIMES AND "DANNY" HAULS IT
BACK.DANNY NEEDS TO BE ASKED BY CE TO
REMOVE THE STUFF AS WELL AS GET THE
PROPERTY OWNER NEXT DOOR TO CLEAN UP.
THERE IS A CAR THAT HAS NO TAG. THE BLD
OFFICIAL WILL BE WRITING A FULL REPORT
FOR SHC ITEMS TO BE REPAIRED AS WELL AS

BUILDING DEPARTMENT HAS AN EXPIRED
PERMIT (#15080054) FOR THIS PROPERTY TO
RECONNECT ELECTRIC SERVICE. THIS PERMIT
HAS HAD THREE INSPECTIONS PERFORMED TO
DATE, ON 8/11/2015 AN INSPECTION WAS
PERFORMED. THEY WERE REQUESTING POWER TO
BE CONNECTED SO WORK COULD BE PERFORMED.
THIS INSPECTION WAS FAILED WITH A NOTE
THAT UNITS WOULD HAVE TO MEET STANDARD
HOUSING CODE BEFORE ELECTRIC SERVICE
CONNECTED. ON 9/8/2015 AN INSPECTION OF
UNITS 1-9&10 WAS PERFORMED AND ELECTRIC
SERVICE WAS CONNECTED TO THOSE UNITS. ON
10/23/2015 AN INSPECTION OF UNITS 5-6&7
WAS PERFORMED AND ELECTRIC SERVICE WAS
CONNECTED TO THOSE UNITS. UNITS 2-3-4&8
HAVE NEVER BEEN INSPECTED AND ISUED FOR
ELECTRIC CONNECTION. UPON INSPECTION
THIS MORNING THE METER THAT SERVES UNITS
2-3&4 AND THE METER THAT SERVES UNIT 8
DO NOT HAVE METERS INSTALLED AND SHOULD
NOT HAVE ELECTRIC SERVICE. UNIT 8 DOES
NOT HAVE ELECTRIC SERVICE AND IS
APPARENTLY BEING USED AS A STORAGE UNIT
FOR THE COMPLEX. UNITS 2-3&4 DO HAVE
ELECTRIC SERVICE AND HAVE TENANTS LIVING
IN THEM ALTHOUGH THE SINGLE METER THAT
SERVES THEM DOES NOT HAVE A METER
INSTALLED. FURTHER INVESTIGATION SHOWED
THAT THESE UNITS ARE BEING SERVICED BY
THE UNIT 1 METER. THIS IS NOT THE DESIGN
OF THE SYSTEM AS PERMITTED AND AN
ILLEGAL CONNECTION HAS BEEN MADE
SOMEWHERE IN THE ELECTRICAL SYSTEM
CAUSING OVERLOAD HAZARD. THIS WAS
CONFIRMED BY TENANTS THAT REPORTED THAT
IF THEY USE TOO MUCH POWER BREAKERS
TRIP. THIS IS A LIFE SAFETY CONCERN AS
OVERLOADING CIRCUITRY IS A FIRE HAZARD.
ALSO OBSERVED OTHER ELECTRICAL CONCERNS
THAT HAVE BEEN ADDED SINCE OUR
INSPECTIONS. BRANCH CIRCUIT WIRING HAS
BEEN ILLEGALY INSTALLED THAT DOES NOT
MEET CODE REQUIREMENTS AND A LIFT
STATION PUMP AT THE REAR OF THE PROPERTY
IS BEING POWERED BY AN EXTENTION CORD
RUNNING FROM THE UTILITY ROOM. THESE
ISSUES ARE NOT LIFE THREATENING BUT WILL
NEED TO BE CORRECTED. OTHER STANDARD
HOUSING CODE ISSUES WERE FOUND AND WILL
BE DOCUMENTED IN A STANDARD HOUSING
REPORT.

HEALTH DEPARTMENT. HEALTH DEPARTMENT HAS
CONCERNS WITH THE SEPTIC SYSTEM AS
INVESTIGATION LEADS THEM TO BELIEVE THAT
THE SEPTIC SYSTEM MAY BE DISCHARGING
INTO THE LAKE AT REAR OF PROPERTY. THE
ENTIRE SYSTEM WILL HAVE TO BE CERTIFIED
BY A LICENSED SEPTIC INSTALLER/
INSPECTOR. THE ELECTRICAL SYSTEM HAS
BEEN ILLEGALY ALTERED WITH UNITS 2,3&4
BEING SERVICED BY UNIT 1 METER. THIS IS
CAUSING OVERLOAD PROBLEMS AND FIRE
HAZARD. THE ELECTRICAL SYSTEM WILL HAVE
TO BE COMPLETELY INVESTIGATED AND
CERTIFIED BY A LICENSED ELECTRICIAN.
THESE TWO ITEMS WILL HAVE TO BE
ADDRESSED IMMEDIATELY AS THEY ARE
LIFE/SAFETY CONCERNS. FAILURE TO ADDRESS
WILL RESULT IN CONDEMNATION AND
EVACUATION OF BUILDING. OTHER STANDARD
HOUSING CODE ISSUES ARE NOT LIFE/SAFETY
CONCERNS BUT WILL NEED TO BE ADDRESSED
IN TIMELY MANNER. THEY ARE THE FIRE
EXTINGUISHERS NEED TO BE SERVICED WITH
UPDATED INSPECTION. EVERY WINDOW MUST BE
OPERABLE, ALL BROKEN GLASS REPLACED AND
EVERY WINDOW MUST HAVE SCREENS
INSTALLED. ALL BATHROOMS WITHOUT WINDOWS
TO EXTERIOR ENVIRONMENT MUST HAVE
EXHAUST FANS INSTALLED. BESIDES THE
ELECTRIC SERVICE BEING INVESTIGATED AND
CERTIFIED EACH UNIT WILL HAVE TO BE
INSPECTED FOR ELECTRIC CONTINUITY AND
CODE COMPLIANCE ALONG WITH THE UTILITY
ROOM. PANELS WILL HAVE TO BE PROPERLY
LABELED AND ALL ASPECTS OF THE
ELECTRICAL SYSTEM BROUGHT INTO CODE
COMPLIANCE. THE WOOD SIDING ON THE REAR
OF THE STRUCTURE WILL HAVE TO BE
REPLACED/REPAIRED TO MAKE EXTERIOR WALLS
WEATHER TIGHT AND RODENT PROOF. THE
SOFFIT AREA OF THE ENTIRE BUILDING WILL
HAVE TO BE ENCLOSED. THE FLAT ROOF
SECTION AT THE REAR OF THE STRUCTURE
WILL NEED THE ROOFING MATERIAL REPLACED
AS IT IS AGED AND FAILING ALLOWING WATER
INTRUSION. ALL EXTERIOR DOORS AND DOOR
FRAMES MUST BE OPERABLE AND
WEATHER-TIGHT. INTERIOR WALLS AND
CEILINGS MUST BE FREE OF HOLES AND
RODENT PROOF. THE TILE IN THE TUB AND
SHOWER AREAS MUST BE COMPLETE AND NOT
ALLOW WATER INTRUSION. EVERY INTERIOR
DOOR MUST FIT REASONABY WELL IN THE
FRAME AND HAVE HARDWARE INSTALLED.
BATHROOM DOORS MUST PROVIDE PRIVACY(HAVE
LOCKING HARDWARE). THE PREMISES MUST BE
CLEANED AND FREE OF DEBRIS AND HIGH
GRASS AND WEEDS MOWED. THE BUILDING IS
INFESTED WITH ROACHES AND SPIDERS.
EXTERMINATION OF RODENTS AND PESTS MUST
OCCUR AND STRUCTURE PUT ON REGULAR PEST
TREATMENT PLAN. THERE IS AN ACCESSORY
STRUCTURE THAT APPEARS TO STRADLE THE
PROPERTY LINE TO ADJACENT PROPERTY. THIS
STRUCTURE IS A WOOD FRAME BUILDING THAT
HAS BROKEN WINDOWS, A FAILING ROOF
SYSTEM AND ROTTED WOOD SIDING. STRUCTURE
IS IN DANGER OF COLLAPSE AND SHOULD BE
DEMOLISHED AND REMOVED FROM THE
PROPERTY.
