THAT PROPER NOTICE OF THE VIOLATIONS HAD
BEEN PROVIDED TO THE RESPONDENT, THAT
THE RESPONDENT HAD BEEN GIVEN A
REASONABLE TIME TO CORRECT THE
VIOLATIONS, THAT THE VIOLATIONS
CONTINUED BEYOND THE TIME SPECIFIED FOR
CORRECTION, AND THAT PROPER NOTICE OF
THE HEARING WAS PROVIDED TO THE
RESPONDENT. THE SPECIAL MAGISTRATE FOUND
THAT BY FAILING TO APPEAR AT THE
HEARING, THE RESPONDENT HAD ADMITTED THE
VIOLATIONS AND WAIVED THEIR RIGHTS TO A
HEARING. THE SPECIAL MAGISTRATE ADMITTED
ALL EXHIBITS INTO EVIDENCE. FOLLOWING
PETITIONER’S REQUEST, THE SPECIAL

SKIRTING IN PLACE AND THE FLOOR
INSULATION AND BOTTOM BOARD IS FALLEN OR
MISSING COMPLETELY. THE ANCHOR SYSTEM
DOES NOT MEET CURRENT CODE REQUIREMENTS.
THERE ARE NO STAIRS OR RAILING PRESENT
AT THE FRONT ENTRY DOOR. THESE ITEMS ARE
A VIOLATION OF 12.19.305. THERE IS A
WOOD FRAME PORCH AND SHED ADDITION
ATTACHED TO THE WEST SIDE OF THE MOBILE
THAT HAS STRUCTURALLY FAILED. SUPPORT
BEAMS HAVE BROKEN AND COLLAPSED AND THE
ROOFING MATERIAL ON THE PORCH HAS
DETERIORATED ALLOWING WATER INTRUSION
ROTTING THE SHEATHING TO POINT OF
FAILURE AND COLLAPSE. THIS IS A
VIOLATION OF 12.19.500. THERE IS NO
ELECTRIC SERVICE TO THE MOBILE UNIT SO
ELECTRIC CONCERNS ARE NOT A
CONSIDERATION. FULL INSPECTION OF THE
ELECTRICAL SYSTEM WOULD BE REQUIRED
BEFORE RECONNECTION OF SERVICE ALSO. THE
PREMISES ARE OVERGROWN WITH HIGH WEEDS
AND TRASH MAKING TRAVERSE AROUND AND TO
MOBILE UNIT IMPOSSIBLE FOR MUCH OF THE
PERIMETER. AS BEST DETERMINED MOBILE
UNIT APPEARS TO BE STRUCTURALLY STABLE
BUT THE REAR WOOD FRAME ADDITIONS ARE A
HAZARD SO I PLACARDED THE STRUCTURE AS
UNINHABITABLE. THE REAR WOOD FRAME PORCH
AND SHED ADDITION WILL NEED TO BE
REMOVED, THE BLOCK AND TIE SYSTEM
BROUGHT UP TO CURRENT STANDARDS, THE
FLOOR INSULATION AND BOTTOM BOARD
REPAIED/REPLACED, THE SEPTIC SYSTEM
CERTIFIED AND A FULL INSPECTION OF THE
UNIT AND THE ELECTRICAL AND PLUMBING
SYSTEMS PERFORMED BEFORE CERTIFICATE OF
OCCUPANCY CAN BE ISSUED AND POWER
RECONNECTED. NOTING THAT MOBILE UNIT MAY
BE REHABILITATED INACTION BY OWNER WILL
RESULT IN DEMOLITION AS COUNTY WILL NOT
PERFORM PARTIAL DEMOLITION AND REPAIRS
NEEDED TO PRIMARY STRUCTURE. INACTION BY
OWNER TO CORRECT WILL RESULT IN COMPLETE
