MODULAR HOME IS AN UNSAFE STRRUCTURE ALONG WITH
THE SHEDS. THE OWNER IS LISTED AS LAND AVAILABLE
FOR TAXES. PREVIOUS OWNERS HAVE VACATED THE
PROPERTY. HE WOULD LIKE TO SPEAK WITH THE OFFICER.

JENNIFER DAMMANN. TESTIMONY WAS HEARD
FROM HIGHLANDS COUNTY BUILDING OFFICIAL
ERIC LONGSHORE AND CODE ENFORCEMENT
OFFICIAL APRIL HARTSEIL. THE SPECIAL
MAGISTRATE FOUND THAT PROPER NOTICE OF
THE VIOLATIONS HAD BEEN PROVIDED TO THE
RESPONDENTS, THAT THE RESPONDENTS HAD
BEEN GIVEN A REASONABLE TIME TO CORRECT
THE VIOLATIONS, THAT THE VIOLATIONS
CONTINUED BEYOND THE TIME SPECIFIED FOR
CORRECTION, AND THAT PROPER NOTICE OF
THE HEARING WAS PROVIDED TO THE
RESPONDENTS. THE SPECIAL MAGISTRATE
FOUND THAT BY FAILING TO APPEAR AT THE
HEARING, THE RESPONDENTS HAVE ADMITTED
THE VIOLATIONS AND WAIVED THEIR RIGHTS
TO A HEARING. THE SPECIAL MAGISTRATE

STRUCTURE WAS LOCKED SO I COULD NOT GAIN
ACCESS INSIDE. FROM EXTERIOR INSPECTION
I FOUND THAT THE FRONT PORCH, STAIRS AND
HANDRAILS AND THE REAR PORCH ADDITION DO
NOT MEET CODE REQUIREMENTS AND WILL HAVE
TO BE REMOVED. I ALSO FOUND 6 ACCESSORY
STRUCTURES ON THE PROPERTY THAT DO NOT
MEET CODE REQUIREMENTS AND THEY WILL
ALSO HAVE TO BE REMOVED. THE SKIRTING IS
MISSING ON THE MAJORITY OF THE STRUCTURE
WHICH ALLOWED ME TO OBSERVE THAT A
NUMBER OF THE BLOCKING PIERS HAD SHIFTED
AND WERE COMPROMISING STABILITY OF THE
STRUCTURE. THREE OF THE WINDOWS HAD
BROKEN PANES OF GLASS, TWO OTHERS HAD
THE SASHES REMOVED WITH PLYWOOD
INSTALLED FROM THE INTERIOR ALLOWING
POSSIBLE WATER INTRUSION AND ANOTHER
AWNING TYPE WINDOW WITHOUT CLOSING
MECHANISM IN THE OPEN POSITION. THE REAR
ENTRY DOOR WAS NAILED SHUT WITH NO
HARDWARE INSTALLED MAKING IT COMPLETELY
UNUSABLE. THIS DOOR HAS OBVIOUSLY
ALLOWED WATER INTRUSION WHICH HAS CAUSED
EXTENSIVE DAMAGE TO THE DOOR FRAME AND
THE STRUCTURAL FRAMING AROUND THE DOOR
AS THE BOTTOM SECTION OF THE WALL WHERE
CONNECTED TO THE FLOOR IS LOOSE AND
MOVES WHEN WALL IS PUSHED ON. WITH THIS
BEING THE CASE IT CAN BE ASSUMED THAT
THERE IS ALSO DAMAGE TO THE FLOOR
SYSTEM. THE SOFFIT AND FASCIA ON THE
STRUCTURE IS ROTTED AND FALLEN IN AREAS
AND WHAT REMAINS IS UNPAINTED OR THE
PAINT HAS LONG PAST IT'S LIFE SPAN. I
HAVE PLACARDED THE STRUCTURE AS
UNINHABITABLE AND RECOMMEND DEMOLITION
OF THE MAIN STRUCTURE AND THE 6
ACCESSORY STRUCTURES ALONG WITH THE
FRONT AND REAR PORCHES.
