THAT HE WAS EXPERIENCING UNSTABLE
VOLTAGE IN HIS RV, AND HAD INCURRED
DAMAGE TO SEVERAL MAJOR APPLIANCES.
COMPLAINANT ADVISED PARK
MANAGEMENT; THEY SENT AN ELECTRICAL
CONTRACTOR (LIGHTSEY ELECTRIC) TO MAKE
ANY
NECESSARY REPAIRS; THIS CONTRACTOR
INITIALLY TESTED VOLTAGE AT THE OUTLET
WHERE COMPLAINANT'S RV WAS PLUGGED IN
AND CLAIMED THAT IT WAS FUNCTIONING
NORMALLY, AND MADE NO REPAIRS.
COMPLAINANT CONTINUED TO EXPERIENCE
SIMILAR ISSUES AND CONTACTED RICHARD
SAPP (SAPP ELECTRIC) TO CHECK THE
CONDITION OF THE OUTLET. UPON
INSPECTION, MR. SAPP ADVISED THAT THE
NEUTRAL CONDUCTOR SUPPLYING THE OUTLET
WAS BURNED AND REQUIRED REPLACEMENT.
PARK MANAGEMENT THEN HAD THE ORIGINAL
ELECTRICAL CONTRACTOR RETURN TO REPLACE
THIS BURNED CONDUCTOR.

MY INSPECTION REVEALED THAT THE
INSTALLED NEUTRAL CONDUCTOR SUPPLYING
THE OUTLET WAS A #10 STRANDED COPPER.
THE COMPLAINANT SHOWED ME A SHORT PIECE
OF #10 SOLID COPPER THAT
SHOWED SIGNS OF OVERHEATING; HE STATED
THAT THIS WIRE WAS THE ONE THAT THE
PARK'S ELECTRICAL CONTRACTOR HAD
REMOVED
AND THEN
REPLACED WITH THE NEW #10 STRANDED.


GIVEN THE POSSIBLE LOAD VARIATIONS AND
THE REQUIREMENTS OF 220.61, GOOD
PRACTICE DICTATES THAT THIS NEUTRAL
CONDUCTOR SHOULD BE LARGER THAN #10
COPPER; HOWEVER, THE NEC SETS THE
MINIMUM SIZE FOR THIS APPLICATION AT A
#10
COPPER. SEE 215.2(A)(2).

NOTE THAT NO REDUCTION IS ALLOWED IN
THE
SIZE OF THE NEUTRAL CONDUCTOR FOR RV
PARK
DISTRIBUTION SYSTEMS (551.72). THE
CONDUCTOR IN QUESTION SUPPLIES A SINGLE
OUTLET AND CANNOT, IN MY OPINION, BE
DEFINED AS A PART OF A DISTRIBUTION
SYSTEM.

ENVIRONMENTAL CONDITIONS, AGE, AND LACK
OF REGULAR MAINTENANCE (VISUAL
INSPECTION AND TERMINAL RE-TORQUEING)
ARE
PROBABLE FACTORS CONTRIBUTING TO THIS
PROBLEM. A LARGER NEUTRAL CONDUCTOR
MAY
HAVE DELAYED THE FAILURE, BUT MOST
LIKELY WOULD NOT HAVE ELIMINATED IT.
