DOCK. THE COMPLAINT WAS REGARDING
OVERGROWN GRASS AND WEEDS SURROUNDING
THE DOCK AREA.
THE CASE WAS ORIGINALLY INVESTIGATED ON
DECEMBER 5, 2012, BY BEVERLY AND MYSELF.
MR. WATSON WAS ISSUED A NOTICE OF
VIOLATION (NOV) CONCERNING THE HIGH
GRASS AND WEEDS.
FROM THE TIME THAT THE NOV WAS ISSUED,
MR. WATSON HAS HAD SEVERAL TELEPHONE
CONVERSATIONS WITH STAFF AND MR. KYLE
GREEN (ROAD AND BRIDGE)CONCERNING THE
VIOLATION. AS THE TELEPHONE CALLS
CONTINUED, MR. WATSON INDICATED THAT HE
DID ADDRESS SOME OF THE HIGH
GRASSES/WEEDS BUT HIS PRIMARY CONCERN
WAS THAT HE WAS UNABLE TO CLEAN THE
ENTIRE AREA BECAUSE LAKE ISTOKPOGA HAD A
VERY HIGH WATER LEVEL AND THE REMAINING
AREA OF HIGH GRASSES WAS WITHIN A
NON-DEDICATED COMMUNITY DRAINAGE AREA
AND TOO WET TO ADDRESS.
WITH THE ASSISTANCE OF ROAD AND BRIDGE
AND MR. KYLE GREEN THE DRAINAGE AREA WAS
CLEARED OF ALL ASSOCIATED PLANTS, WEEDS,
AND GRASSES WHICH OPENED THE DRAINAGE
AREA. MY RE-INSPECTION OF TODAY FINDS
THAT THE PROPERTY IS NOW IN COMPLIANCE
AND THE CASE CLOSED/HO 60

OF ADDITIONAL NOTE, I SPOKE TO MR.
WATSON VIA TELEPHONE AND HE HAS
INDICATED THAT HE WILL CONTINUE TO KEEP
THE AREA CLEANED AND THANKED US FOR OUR
ASSISTANCE IN THIS MATTER. I ALSO LEFT
A MESSAGE WITH STAFF AT ROAD AND BRIDGE
THANKING MR. GREEN FOR HIS ASSISTANCE.

CONVERSATIONS INDICATING HE WANTED TO
WORK WITH COUNTY AND CODE ENFORCEMENT
CONCERNING GRASS AND DRAINAGE DITCH ON
PROPERTY, HE ALSO FELT THAT LC WAS TO
SENT HIM A LETTER INDICATING THAT CASE
WOULD BE CONTINUED TO ALLOW TIME FOR
AREA TO DRY AND HAVE WATER RECEED AND
THUSLY ALLOW ROAD AND BRIDGE TO ADDRESS
DRAINAGE FOR FUTURE- THIS WILL ALLOW HIM
TO PROPERLY MAINTAIN PROPERTY TO TO MOW.
PROPERTY IS ALMOST IN COMPLIANCE DUR TO
WEEDS CUT BACK. THERE IS DEAD GRASS
COMMING THRU DOCK THAT
WAS KILLED BY WEED CONTROL. ALSO
ADVISED THAT CE COULD OFFER ASSIST TO
TRIM AREA IN DITCH TO ALLOW ROAD AND
BRIDGE TO PROPERLY ACCESS PROBLEM.
RESPONDENT STATED THAT
WE WOULD ONLY BE ALLOWED ON PROPERTY
DUE
TO LIABILITY WHEN ROAD AND BRIDGE WAS
PRESENT. WILL TALK TO LINDA ABOUT
CONTINUANCE ON THIS MATTER. ALTHOUGH
POINTED CONVERSATION, HE SEEMS WILLING
TO WORK WITH ME (SPECIFICALLY) AND ROAD
AND BRIDGE TO RESOLVE PROBLEM. AREA OF
DITCH IN QUESTION IS WET WITH OVERGROWN

WAS DONE, SO THAT THEY CAN COME LOOK AT

WATSON'S TELEPHONE CALL. HE EXPLAINED
THAT THE CULVERT IS BROKEN AND THE
GROUND HAS BEEN TOO WET AROUND THE DOCK
TO MOW. MR. WATSON STATED HE WILL GIVE
THE COUNTY PERMISSION TO FIX THE CULVERT
AND TRIM IF THE COUNTY DESIRES TO DO SO.
ALSO, MR. WATSON REQUESTED THAT ANOTHER
CODE OFFICER INSPECTS HIS PROPERTY IN
THE FUTURE. I ADVISED HIM THAT HOWARD
OSTLUND WILL COMPLETE ANY FUTURE
INSPECTIONS. ALSO, I SPOKE WITH KYLE
GREEN AND HE STATED THAT HE WILL BE
WORKING WITH MR. WATSON TO FIX THE
CULVERT ISSUE. LASTLY, I ADVISED MR.
WATSON IF THE CULVERT IS NOT FIXED
BEFORE THE FEBRUARY HEARING, THAT WE
WILL WORK WITH HIM TO COMPLETE A
CONTINUANCE FOR HIS HEARING UNTIL THE
COUNTY FIXES THE DRAINAGE ISSUE TO ALLOW
HIM TO MOW AROUND THE DOCK.

WET AND THE LAWN MOWER GETS STUCK. ASKED
WHY HE CAN USE A WEED EATER IN THERE,
NOT HIS LAWN MOWER. ALSO THE OTHER SIDE
OF THE DOCK AREA WHERE THE PIPE IS NOT
AT ISN'T EVEN BEING WEEDED AROUND THERE.
HE SAID HE FEELS THE COUNTY SHOULD TAKE
CARE OF THIS AREA NEAR THE PIPE AND HE
HAS KYLE GREEN FROM R&B COMING OUT TO
LOOK AT THIS AREA. ASKED HIM TO CALL
ONCE KYLE HAS COME AND LOOKED AT THE
