IN ATTENDANCE. THE PETITIONER,
HIGHLANDS COUNTY, WAS REPRESENTED BY
CODE ENFORCEMENT OFFICER APRIL HARTSEIL.
TESTIMONY WAS HEARD FROM CODE
ENFORCEMENT OFFICER APRIL HARTSEIL. THE
SPECIAL MAGISTRATE FOUND THAT PROPER
NOTICE OF THE VIOLATION HAD BEEN
PROVIDED TO THE RESPONDENT, THAT THE
RESPONDENT HAD BEEN GIVEN A REASONABLE
TIME TO CORRECT THE VIOLATION, THAT THE
VIOLATION CONTINUED BEYOND THE TIME
SPECIFIED FOR CORRECTION, AND THAT
PROPER NOTICE OF THE HEARING WAS
PROVIDED TO THE RESPONDENT. THE SPECIAL
MAGISTRATE FOUND THAT BY FAILING TO
APPEAR AT THE HEARING, THE RESPONDENT
HAD ADMITTED THE VIOLATION AND WAIVED
HER RIGHTS TO A HEARING. THE SPECIAL

COVERED WITH LEAVES AND BRANCHES WHICH

INTERIOR IS FULL OF TRASH AND OLD
CLOTHES AND FURNITURE. THE WALLS HAVE
HOLES KNOCKED IN NEARLY ALL OF THEM AND
THE ENTIRE FLOOR IS COVERED WITH DOG
FECES. THE CARPORT PAN ROOF IS SAGGING
DUE TO THE AMOUNT OF DEBRIS ON IT AND
MAY SOON COLLAPSE IF NOT CLEANED. THE
"BOTTOM BOARD" AROUND THE EXTERIOR SIDES
HAS BROKEN AND THE INSULATION IS FALLING
OUT IN SEVERAL PLACES. THE SIDE DOOR
STILL OPENS BUT THE FRONT DOOR IS BROKEN
IN THE LOCKED POSITION AND WILL NOT
OPEN. DUE TO THE DETERIORATED CONDITION
OF THE HOME I WOULD RECOMMEND REMOVAL
FROM THE PROPERTY.
