MICHELE DUNCAN TENANT CALLED - SHE RENTS A ROOM AT
THIS RESIDENCE ALONG WITH HER MOTHER AND ANOTHER
PERSON, THE LANDLORD WILL NOT FIX THE PROBLEMS,
SHE SAYS THE SEPTIC BACKED UP AND IS COMING UP
UNDER THE FLOORS. THE HEALTH DEPT TOLD HER THEY
COULD DO NOTHING IF IT IS NOT COMING UP ON THE
GROUND. THAT THE BUILDING DEPT WILL HAVE TO CHECK
IT OUT. THERE ARE OTHER PROBLEMS TOO. TENANTS

THE CARPET IN TWO BEDROOMS. THE FLOOR
DID NOT APPEAR TO BE WET WHEN I WAS
THERE, BUT THE CARPET WAS BADLY STAINED.
THE TENANT SAID THE TOILETS WORKED AND
THE TUBS/SHOWERS DRAINED PROPERLY. I
COULD NOT DETERMINE IF THERE IS A BROKEN
PIPE IN THE FLOOR OR NOT. I ADVISED HER
TO HAVE THE LANDLORD CONTACT A PLUMBER
WHO COULD MEASURE THE MOISTURE IN THE
FLOOR. SECTION 302.1 OF THE STANDARD
HOUSING CODE REQUIRES ALL FIXTURES AND
PLUMBING PIPES "TO BE MAINTAINED IN GOOD
SANITARY WORKING CONDITION". THE TENANT
THEN SAID THAT THE RECEPTACLE IN THE
HALL BATH NO LONGER WORKED. THIS
RECEPTACLE IS PROBABLY POWERED FROM THE
MASTER BATH RECEPTACLE WHICH WILL NOT
"RESET" PROPERLY. I ADVISED HER TO HAVE
THE LANDLORD TO HAVE AN ELECTRICIAN
REPLACE THE RECEPTACLE IN THE MASTER
BATH AND SEE IF THAT DOESN'T SOLVE THE
PROBLEM IN THE HALL BATH. ALSO, SECTION
304 OF THE STANDARD HOUSING CODE
REQUIRES THAT ALL OUTLETS AND FIXTURES
BE INSTALLED AND MAINTAINED IN A SAFE
WORKING MANNER.
