THE CODE OF ORDINANCES, HIGHLANDS
COUNTY, FLORIDA. THE RESPONDENT WAS NOT
IN ATTENDANCE. THE PETITIONER,
HIGHLANDS COUNTY, WAS REPRESENTED BY
CODE ENFORCEMENT OFFICER CLYDE KOMA.
TESTIMONY WAS HEARD FROM CODE
ENFORCEMENT OFFICERS APRIL HARTSEIL AND
CLYDE KOMA. CODE ENFORCEMENT OFFICER
CLYDE KOMA STATED THAT THIS CASE
PERTAINED TO ONLY THE OWNER OF THE
MOBILE HOME LOCATED ON UNIT 11 AND NOT
TO THE PROPERTY ITSELF AS PROPERTY OWNER
WAS DIFFERENT THAN THE OWNER OF THE
MOBILE HOME. THE SPECIAL MAGISTRATE
FOUND THAT PROPER NOTICE OF THE
VIOLATIONS HAD BEEN PROVIDED TO THE
RESPONDENT, THAT THE RESPONDENT HAD BEEN
GIVEN A REASONABLE TIME TO CORRECT THE
VIOLATIONS, THAT THE VIOLATIONS
CONTINUED BEYOND THE TIME SPECIFIED FOR
CORRECTION, AND THAT PROPER NOTICE OF
THE HEARING WAS PROVIDED TO THE
RESPONDENT. THE SPECIAL MAGISTRATE
FOUND THAT BY FAILING TO APPEAR AT THE
HEARING, THE RESPONDENT HAD ADMITTED THE
VIOLATIONS AND WAIVED HER RIGHTS TO A
HEARING. THE SPECIAL MAGISTRATE
ADMITTED ALL EXHIBITS INTO EVIDENCE.
FOLLOWING PETITIONER?S REQUEST, THE
SPECIAL MAGISTRATE ORDERED THE

IS BUCKLING FROM WATER LEAKAGE. THE
SHINGLE ROOF IS OLD AND DRIED OUT AND
THERE ARE DIPS IN THE SHEATHING BETWEEN
THE RAFTERS. THE FLOOR HAS NOT YET
ROTTED AWAY BUT IT WILL BE ONLY A
MATTER
OF TIME BEFORE IT DOES. THERE IS A
WOOD
FRAME PORCH BUILT ON THE NORTH SIDE OF
THE MOBILE HOME THAT IS IN BAD
CONDITION
ALSO. DUE TO THE WORSENING CONDITIONS
OF THIS STRUCTURE I RECOMMEND REMOVAL
FROM THE SITE.
