THE SPECIAL MAGISTRATE FOUND THAT PROPER
NOTICE OF THE VIOLATION HAD BEEN
PROVIDED TO THE RESPONDENTS, THAT THE
RESPONDENTS HAD BEEN GIVEN A REASONABLE
