06-14-200604:40 PMINITIAL INSPECTIONACTING UPON A REQUEST FROM CODE
ENFORCEMENT, I INSPECTED THE RESIDENCE
AT 533 VALENCIA. THE OUTSIDE OF THE
HOME HAD SOME MINOR REPAIRS NEEDED IN
THE SOFFIT AREA. THE WALLS ARE IN GOOD
REPAIR AND THE ROOF IS FAIRLY NEW,
HAVING BEEN REPLACED IN LATE 2004.
THERE IS AN ABANDONED POOL IN THE REAR
OF THE HOME THAT HAS ABOUT 24" OF OLD
RAIN WATER IN IT WITH A THICK COAT OF
SCUM AROUND THE EDGES. DUE TO HEALTH
CONDITIONS OF THE YOUNG MEN AT THIS
HOME, THIS POOL NEEDS TO BE FILLED IN OR
COVERED IN SOME WAY TO PREVENT AN
ACCIDENT FROM OCCURING. THERE IS A VERY
EVIDENT SAG IN THE PATIO BEAM THAT
SSUPPORTS THE PATIO ROOF, THIS PRESENTS
ANOTHER HAZARD SHOULD THIS BEAM BREAK,
CAUSING THE ROOF TO COLLAPSE.

THE INTERIOR OF THE HOME IS A NIGHTMARE
BEYOND BELIEF. THE UTILITY ROOM WHERE
YOU ENTER FROM THE CARPORT WAS FULL OF
OLD CLOTHES AND THE AMONIA SMELL FROM
URINE BURNED THE EYES AND NOSE.
(VIOLATION CODES: 307.1; 307.3; 307.5)
THE ELECTRIC PANEL IS LOCATED IN THIS
ROOM AND THE COVER HAS ONLY TWO SCREWS
HOLDING IT TO THE PANEL. THIS LEAVES
OPEN SPACES WHERE YOU COULD STICK YOUR
HAND INSIDE THE PANEL AND RECEIVE A
SEVERE SHOCK. THE INTERIOR OF THE HOME
IS VERY DIM DUE TO LACK OF OVERHEAD
LIGHTING FROM NON-WORKING FIXTURES.
(SECTION 303.4; 304) THE KITCHEN IS AN
INTERIOR ROOM WITH NO WINDOWS AND NO
LIGHTING. I LOOKED AT THE KITCHEN AREA
WITH A FLASHLIGHT. THE STOVE DOES NOT
APPEAR TO HAVE BEEN USED IN A LONG TIME
WITH DUST AND CORRISSION ON THE BURNERS.
(SECTION 302.6) THE BOTTOM OF THE STOVE
(A DROP IN UNIT) HAD SEVERAL WIRES LOOSE
AND THE VENT PIPE WAS BENT AND PULLED
LOOSE FROM THE VENT DUCT. THERE WERE
SEVERAL CABINET DOORS HANGING LOOSE WITH
ONE OR BOTH HINGES MISSING. (SECTION
302.6 #2) THE COUNTER TOP SECTION THAT
CONTAINS THE KITCHEN SINK HAS ROTTED
AWAY AND THE SINK HAS COLLASPED INTO THE
CAB BELOW. THE DRAIN LINES ARE BROKE
OFF FROM THE SINK AND FROM THE DRAIN
LINE IN THE HOUSE PLUMBING. (SECTION
302.1; 302.6 #1)

THE BATHROOMS AND BEDROOMS WERE IN THE
WORST CONDITION OF ALL ROOMS. THE BEDS
AND LINENS WERE COVERED BY SEVERAL AREAS
OF FECES. THE WALLS AND DOORS HAD THE
SAME SUBSTANCE WIPED ALL OVER IN SEVERAL
PLACES. THE BATHROOMS HAD FECES IN THE
FLOOR AND INSIDE THE TUB. (SECTION
307.1; 307.4)

ON THE WEST SIDE OF THE HOME IS A ROOM
WITH A FIREPLACE IN IT. THE CEILING IN
THIS ROOM IS TONGUE AND GROOVE WOOD
SIDING. THE RAFTERS THAT MAKE UP THE
ROOF SYSTEM HAVE ROTTED AND BROKEN ABOUT
2/3 OF THE LENGTH OF THE SPAN. THE
TONGUE & GROOVE MATERIAL HAS BROKEN ALSO
AND SEVERAL PIECES ARE LOOSE AND SOME
HAVE FALLEN FROM THE CEILING ENTIRELY.
(SECTION 305.3.2; 305.17) WHERE THE
RAFTERS ATTACH TO THE FIREPLACE WALL THE
ENDS HAVE ROTTED OFF AND AN ATTEMPT HAS
BEEN MADE TO REPAIR THIS AREA. THE
ANCHORING OF THE SUPPORT BOARD IS NOT
SUFFICIENT TO CARRY THE ROOF LOAD. ALSO
THE ROTTED ENDS OF THE RAFTERS NEED
REPAIR. THIS CEILING NEEDS TO BE
REMOVED AND NEW STRUCTURAL RAFTERS
INSTALLED, AT PRESENT THIS CONDITION
PRESENTS A HAZARD TO ANYONE IN THE ROOM.
(SECTION 305.17)

DUE TO THE LISTED PROBLEMS WITH THIS
HOME, I DO NOT RECOMMEND ANYONE OCCUPY
THIS RESIDENCE UNTIL REPAIRS ARE MADE.
THE HOME NEEDS TO BE CLEANED OUT, CARPET
REPLACED, PROBABLE DRYWALL REPLACEMENT,
ELECTRICAL LIGHTING REPAIRED, KITCHEN
CABINETS AND TOPS REPLACED, SWIMMING
POOL FILLED IN OR A STRUCTUAL COVER
BUILT OVER IT, PATIO BEAMS REPAIRED,
RAFTERS AND CEILING IN WEST ROOM
REPAIRED. THE HOUSE AS IT IS NOW IS NOT
SAFE TO OCCUPY. SANITARY ISSUES MUST BE
ADDRESSED AS PART OF REPAIRS TO THE HOM
